Diane Hahn Bellegarde
Chief Executive Officer
Diane Hahn Bellegarde serves as Chief Executive Officer of SoundWay Technologies, where she sets the company’s vision, strategic direction, and growth priorities. As founder, she leads SoundWay’s overall business strategy, market positioning, and executive leadership, ensuring the company delivers mission-focused technology and professional services to federal customers.
Diane brings more than three decades of experience leading and supporting technology services organizations in complex federal environments. Her background spans enterprise technology, organizational leadership, and business operations, giving her an executive-level perspective on how technology services firms scale, compete, and deliver sustained value.
Prior to founding SoundWay in 2011, Diane held executive and senior management roles within technology services companies supporting federal customers, including Worldwide Information Network Systems and Booz Allen Hamilton. In these roles, she shaped organizational strategy, led teams through growth and change, and aligned technology capabilities with customer needs.
Diane is a Service-Disabled Veteran of the United States Army, where she supported enterprise communications and personnel systems within Department of Defense environments, including the White House Communications Agency and the Defense Information Systems Agency.
She holds a Master’s Certificate in IT Project Management from The George Washington University and ESI, and a Bachelor of Science in Computer Information Systems from Strayer University.
Brad Hubbard
Chief Operating Officer
Brad Hubbard serves as Chief Operating Officer of SoundWay Technologies, where he is responsible for sales and delivery of all products and services, oversight of IT operations, and management of client services contracts. He brings more than four decades of leadership experience in IT services across the public and private sectors, with deep expertise supporting Intelligence, Law Enforcement, Homeland Security, and Defense missions.
Brad is an accomplished operations executive with a proven track record of building and scaling high-performing sales, delivery, and support organizations to drive growth and successful exits. Prior to joining SoundWay Technologies, he served as Chief Operating Officer of multiple small businesses, including SixGen, Inc. and NuWave Solutions, where he led company-wide operations, capture and proposal efforts, contract negotiations, and service delivery across complex federal environments. His leadership directly supported multiple acquisitions by larger defense and technology firms.
Earlier in his career, Brad held senior leadership roles at Booz Allen Hamilton, Oracle Corporation, and Impact Innovations Group, managing large-scale IT services, enterprise infrastructure, and mission-critical programs for federal customers.
Brad is a service-disabled veteran of the United States Air Force, where he served as a system administrator, linguist, and intelligence analyst. He holds a Bachelor of Science degree in Computer Science from the University of Maryland University College.
Vicki Raney
Director, People Services
Vicki Raney serves as Director, People Services for Soundway Technologies, providing strategic administrative oversight across core internal functions, including business services, human resources, recruiting, organizational operations, research and analysis, marketing, and event planning.
With decades of experience in both industry and academia, Vicki brings deep expertise in executive office leadership support, office and project management, accounting, mentorship, and team development. Prior to joining SoundWay, she served as a Senior Executive Assistant at Booz Allen Hamilton, where she also contributed as an adjunct instructor for the company’s Administrative Professionals New Hire training program and Vice President of the local chapter of the International Association of Administrative Professionals.
Earlier in her career, Vicki held office management roles with a national homebuilder, an independent medical practice, and the American Cancer Society, provided administrative support for a university department chair, and served as an Academic Advisor at a 5-A high school.
Vicki leverages many of her professional skills in support of numerous community volunteer programs and non-profit organizations. She is a proud U.S. Air Force veteran and holds a Bachelor of Arts in Business Administration.

Sosena Bogale
Director, Contracts
Sosena Bogale serves as SoundWay Technologies’ Director, Contracts, providing full lifecycle administration of federal contracts and subcontracts, as well as oversight for regulatory compliance, teaming negotiations, and master service agreements.
With nearly two decades of experience in the field of contract law, Sosena offers extensive expertise in guiding small businesses through FAR and DFARS compliance, with a particular focus on fostering successful partnerships between small businesses and large prime contractors. Prior to becoming a part of the SoundWay team, she held key roles at the Law Office of Solomon & Associates and international non-governmental organizations including Save the Children, where she specialized in legal research, formal legal application preparation, and the translation of collected data into actionable legal documentation.
Sosena holds a Master of Laws degree from SUNY Buffalo Law School as well as an Associate Certificate in Contract Management from The George Washington University. To ensure remaining at the forefront of modern federal procurement and subcontracting best practices, Sosena is currently preparing for the Certified Federal Contract Manager (CFCM) certificate examination.
Joe Leone
Director, Technology Services
Joe Leone serves as Director, Technology Services, where he is responsible for enterprise architecture, cloud strategy, and delivery of secure, scalable technology solutions across commercial, federal, and Department of Defense environments. A veteran of the United States Army, he brings nearly four decades of leadership experience in IT and systems engineering across the public and private sectors, with deep expertise in enterprise software, Automatic Identification Technologies (AIT), and real-time location and asset visibility platforms.
Joe is an accomplished technology executive with a proven track record of building and leading high-performing engineering, product, and professional services organizations to drive growth and innovation. Prior to his current role, he served as Chief Technology Officer for six companies, where he led company-wide technology strategy, product development, architecture, and full lifecycle delivery of cloud-native and hybrid platforms leveraging Azure, AWS, and Google Cloud. His leadership supported enterprise deployments across complex commercial and federal environments.
Earlier in his career, Joe held senior architecture and executive leadership roles with Lowry Solutions, Franwell, Swire, Avery Dennison, SAIC, and RFID Global Solutions, delivering RTLS, RFID, and IIoT solutions across aerospace, healthcare, retail, and industrial sectors. His work supported major organizations including NASA, Boeing, Google, Wal-Mart, FedEx, Northrop Grumman, and the United States Army.
